After the crucifixion, did Jesus descend into the real hell or a waiting place of good souls?

I take issue with the popular idea that the Old Testament saints, like Abraham and David, went to a place called Hades or limbo and waited there thousands of years for Jesus to rise. In 1 Peter 3:18-21 it says Jesus went down into the prison, the Greek word phylake, the regular word for a prison where people are locked up for crimes; so this is not for good people but for the damned, on death row, awaiting the final judgment. And the text does not say he preached to them; it says he declared, announcing a verdict already decided, namely that he has won and they will spend eternity in hell. The good people saved in the Old Testament went to heaven immediately when they died, because justification is retroactive, as Romans 4 shows with Abraham, and in Matthew 22 Jesus speaks of Abraham, Isaac, and Jacob as already alive in heaven before he rose. That is why Elijah and Enoch could go to heaven. So no one was barred from heaven; the message of 1 Peter 3 is simply Christ declaring victory over the unsaved in prison.
