Yes, as an expression of divine freedom, not ignorance. Scripture records God “relenting,” such as in Exodus 32 with the Golden Calf. God may determine to destroy and then be appeased by prayer or sacrifice, showing genuine responsiveness. However, God binds Himself by oath (Hebrews 6:13–18) to carry through the plan of salvation. This oath guarantees He will not abandon it, preserving both divine immutability and relational freedom.
