No. This is simply Hebrew poetry. The basic point is that just as the heaven is high and the earth is deep, so is the depth of a king's heart; you really do not know it. This is not the only place Scripture warns that you had better respect the king, because you never know what he will say. We do the same in courts of law: we call the judge 'your honor' because you had better show respect, or out of your disrespect he may give you the harshest sentence he can. The message is that the parameters of what the king can decide are as high as the heaven and as deep as the earth, and you never know which extreme he will reach, so for your own sake you try your best not to upset him and end up with the middle road rather than the extreme. It has nothing to do with the geocentric model.
