Was God's love only able to be expressed through the fall of Adam?

Your premise is wrong. It is not true that the only way God was able to express his love was through the fall of Adam. You could say he expressed his love in spite of the fall of Adam, but you cannot say God was limited to expressing his love only once sin had come; that would be a false statement. According to the Epistles of John, God is love, which means he is love in eternity, in his essence. Love is one of the attributes of God that is eternal, so he does not need suffering or the fall in order to express it, and he will express it in heaven the same way, out of his eternal nature.
