The answer the Bible, the Church, and tradition give is no. If God had predestined Judas to betray Jesus and then suffer in hell, the whole thing would have to be blamed on God, which would make God the direct cause of evil and destroy all of theism. There is a real difference between God knowing that evil will come and God predestining it. Judas was completely responsible for his own sin, just as Peter told the Jews at Pentecost that God destined Christ to suffer and die, but you, by your own hands, killed him. Two truths that seem like an irresistible force meeting an immovable object, God's foreknowledge and man's free will, are both 100 percent true, and in the mind of God they are held together with no contradiction. That is what makes Christianity such a formidable religion: she can hold in tension two ideas that are fully true and only seem contradictory. Rest in the fact that God is good, that he can hold those things together, and that he is not the author of evil, as Zwingli wrongly called him.
