What is the speed of light in a vacuum versus empty space?

There is no such thing as empty space. Space is not a void. It has substance, what we call the ether. Light travels through that medium, so when physicists talk about “light in a vacuum,” they are actually describing light moving through the ether. The speed of light is simply the rate at which light propagates through that medium.
