For years Sungenis belonged to the Fatima movement, and in 2013 he co-wrote a book with John Salza on the premise that no pope had ever carried out Our Lady's command to consecrate Russia. He has since changed his mind, and says so in the opening pages. The thesis of this book is that Heaven's own interpretation of the 1917 and 1929 apparitions, read locally and within its own time frame, shows the consecration was accomplished, the promised period of peace came, and Russia was converted.
The argument works forward through the record: Our Lord's dealings with Pius XI and Pius XII, Pius XII's doubts about Fatima and his consecrations of 1942 and 1952, whether the bishops took part, Sister Lucia's 1957 meeting with Fr. Fuentes, and what "conversion" was meant to mean, down to the present moral condition of Russia. The later chapters set Fatima beside other private revelations (Quito in 1611, Akita in 1973, La Salette), weigh the testimony of Fr. Alonso, Cardinal Ratzinger and Bishop Amaral, measure the message against Scripture, and close on the consecrations of John Paul II and the meaning of the Third Secret.
