Is the 1993 Pontifical Biblical Commission still magisterial?

The word magisterial gets thrown around without being defined, and there are many levels to magisterial declarations. The key fact is institutional: the earlier biblical commission, begun under Pius X around 1909, was an arm of the magisterium, so when it spoke, everyone paid attention as if it came from the pope. It was not infallible, but it was the definitive teaching of that day. In 1970, however, Paul VI decommissioned the pontifical biblical commission as an arm of the magisterium, so after that date it could declare whatever it wanted without being authoritative. The 1993 commission is therefore after 1970 and is not magisterial in the sense of being an arm of the magisterium; its members are seasoned Catholics whose statements amount to a qualified, pious opinion, nothing more. And frankly it is good we did not have to follow it, since it was headed by Father Raymond Brown, who in my judgment spent his career casting traditional doctrines into doubt by always phrasing his denials as questions, which is how he slid through while remaining, to those in the know, a heretic.
