When the devil offers Jesus any kingdom during the temptation, does that mean there is no nation the devil does not control?

Well, yes and no. He is always under God's control. What the devil means here are the kingdoms that could be seen from the pinnacle Jesus was standing on; it does not mean the whole world. These are the kingdoms the devil says he can give, and it is true that he could do that, and that is why it served as a real temptation to Jesus. If it were not true, it would be no temptation at all, and Jesus would have known that.
