In a certain sense, yes, that is true; the devil is corralled by what God will allow him to do. In that sense God uses the devil. How exactly this happens we are not quite sure, but there is no more discussion between God and the devil as there was in the Book of Job; the devil no longer has that access. God probably sends His angels out to limit the actions of the devil and his demons, because if the demons had it their way their power would be unlimited and there would be no more salvation in the world. So the angels are constantly working, and God, knowing everything, knows where to send them and where their parameters are. Why God allows them to work at all is because a man has decided to be evil, and God has promised that if you decide to be evil deliberately, He will lead you more into your very sin, and that will be your punishment. But one day God is not going to send His angels out; you read in the Apocalypse about the angels dealing with the demons, and then suddenly it stops, and that is when the devil is released from the abyss for his little season, which is the release of the Antichrist. When that happens, there will not be any angels helping us.
